Warwick Boulevard drainage fix restarts in November, testing the patience of drivers and local businesses. |
Construction woes around the Hilton Shopping Center aren’t letting up. City officials say the Warwick Boulevard drainage project, stalled since last December, is set to restart in November and drag on for another year. The project began in March 2024 to tackle flooding by linking neighborhood drains to the city’s main sewer line, which carries stormwater into a Corps of Engineers ditch flowing to the James River.
The holdup came when Dominion Energy’s underground power lines clashed with the stormwater pipe. Crews have since moved the lines, but the delay drove up costs and pushed back other projects, including long-awaited resurfacing along the corridor.
Businesses in Hilton have felt the squeeze. Danielle Prince, who owns Tastefully Philly Café, said cones, blocked roads, and torn-up pavement scared off customers. Delivery orders have helped, but with another year ahead, she admits it’s tough to see how small shops can keep riding out the storm.
