Government AI Infrastructure in Newport News, Virginia
AI factories powered by local large language models

Newport News is taking a distinctly local approach to a national technology race: showing how AI factories could bring public-sector experimentation closer to home.

At its first AI Day, the city outlined plans for a dedicated server room designed to run local large language models.

The pitch is straightforward: public employees could test tools without automatically sending sensitive information through commercial systems.

For a city managing essential services, that boundary matters as much as the technology itself.

Led by Chief Information Officer Hassan Janjua, the project also reflects concern about unpredictable costs as AI pricing evolves.

The city says its setup will direct requests toward appropriate models based on the information involved.

Sensitive criminal justice information, for example, is intended to stay within locally managed systems instead of reaching commercial models.

That distinction could determine whether AI becomes useful across city departments or remains too risky to deploy widely.

The ambitions extend beyond City Hall.

Nearby colleges and other public institutions with limited budgets could eventually access computing capacity through a cost-sharing arrangement.

For Hampton Roads, the proposal raises a practical question: can one city's investment help neighbors build responsible AI capacity?

There is also a less glamorous challenge behind the promise of government AI infrastructure: electricity and water.

Officials are exploring solar power at an existing building and recycled water for cooling, though those plans remain under assessment.

Residents have good reason to ask what this equipment will demand from local resources.

A separate AI lab is intended to bring developers and city specialists together to test applications more quickly.

The city's AI Day also brought government and education participants together to discuss governance, procurement and rising costs.

The real measure of success will be whether these plans produce affordable tools without weakening privacy or sustainability.

Newport News has made an ambitious opening move, but careful implementation will matter more than the buzz surrounding AI factories.

How much water will that server room need?

Keeping criminal justice data local? Good call!

Maria G.Agreed. I'd like to know who gets access to that data and how it's audited.
